Modest Dress Code for Sharjah

The Sharjah Consultative Council (SCC) has urged the police to enforce the modesty decision of the Ruler in the emirate by which the women have to wear decently covering dresses….
Great move, alhumdullilah. Though this rule was first imposed a couple of years ago but apparently it was not enforced by authority nor followed by the ’non-decently covered’ women (& men).
2 Questions:
1. What is the definition of “modesty” & “decently-covering dresses” in this country? Would’ve helped many residents if this would’ve been spelled out clearly.
2. If i come across a non-sufficiently covered woman when i’m doing my shopping in Sharjah, can i report it (the violation ) to the police?
